An emulator is an extraordinarily complex piece of software, and takes a very long time to get right. Keep at eye on the community websites like Cemetech and Omnimaga for news on the emulator's development, and I certainly agree that it'll be a big boon for the TI-84 Plus CE when the emulator is completed. Are you an emulator developer? If you'd like a user flair reflecting that. I don't know about the TI-84 Plus CE, but for the regular TI-84 Plus, there was a program called TI-Boy that converted GameBoy roms into TI-84 Plus application.
The problem was that the calculator didn't have enough room to store anything but the smallest roms. It also didn't run well at all. Saving was limited, and graphics were very bad. Is this the program you have? If so, it won't work on your model of calculator.
It's for the TI-84 Plus only. I don't think anyone has started development on anything similar for the TI-84 Plus CE, although it would be really cool to see it.
For the majority of my math classes in middle and high school, a graphing calculator was a must. While the calculators were very useful to have, they were quite steep in the price column. After losing the TI-83 graphing calculator my parents bought me in high school, I had to save up my own money to buy the next one. I can definitely say it hurt to personally drop almost $200 on a calculator that I used for only an hour a day at school and at home. Even then, the majority of the time I wasn't even using it for it's intended purpose.
Texas Instruments (TI) has yet to release any smartphone applications, probably due to the fact that they would lose tons of money. TI has long been the monopoly in the educational graphing calculator world, so creating alternative applications would diminish their sales, possibly giving rise to a new company—greedy bastards, huh?

Well, someone is finally sticking it to them. JsTIfied While there have long been graphing calculator emulators online, the newly released is a more refined version of the rest. The TI-83+/TI-84+ graphing calculator emulator functions exactly like the real version.
